The criteria for the evaluation of the applications were:

• The extend to which the proposal had an EU policy focus
• The proposal needed to be clearly related to the implementation of one or more of the MDGs
• They needed to clearly identify how they contribute to the strengthening of existing and new coalitions, either national or European in nature
• Level of information provided had to demonstrate that the objectives set out in the proposal could be realised
• The proposals needed to demonstrate that the initiative has the necessary instruments and the capacity to produce a sustainable outcome. They needed to include indicators to identify this capability.
• The proposed timeframe (1 year) had to be realistic for achieving the set objectives.
