Call for Proposals

 

The Presidency Fund operated on the basis of Calls for Proposals.

The duration of each call for Proposals was around 3 months from first publication of the Call to final deadline for submissions of the Main proposal. Within each Call for Proposal, there were the Preliminary Call Phase and the Main Call Phase.

1 The Preliminary Call Phase
The Preliminary Call Phase required the NGO responding to the Call to submit:

  • A Summary of the Proposal
  • Information about the nature and structure of the NGO and its activities.

The Fund Secretariat responded to each applying NGO as follows:

  • It immediately acknowledged receipt of the Preliminary Application Form by e-mail to the contact person designated by the proposing organisation.
  • It advised the proposing organisation by e-mail of the eligibility of the organisation  to apply for financial support from the Fund.  This advise wassent as soon as possible after receipt of the Organisational Background Form and the Preliminary Application Form, and in any case not later than 15 days after receipt..
  • At the same time the organisation was advised on whether the project proposals fell within the scope of the Fund.  The Fund Secretariat was able to make suggestions on changes that could be made to help in clarifying the information provided.
  • Suggestions were also given on possible collaborations between the proposing organisation and any partners involved in the project proposal, with other NGOs who had submitted a proposal with similar objectives and activities, or who had indicated their intention to do so. This helped foster coalition building and enabled multiple NGOs to share resources for achieving common goals while working in their respective constituencies.

 

2 The Main Application Phase
The Main Application Phase required the submitting organisation to provide comprehensive information about the Proposed Project including the objectives, the implementation plan, timetable for action, evaluation strategies, risk assessments and budget. The Board considered the proposals submitted by the final deadline and decided which Proposals were supported by grants from the Fund.
