Assessment

Every Proposal was subject to assessment in the two phases of the Call. The Preliminary Assessment was conducted by the Fund Secretariat. Its purpose was only to assess eligibility of the proposing organisation and the relevance of the proposed project to the objectives and scope of the Fund.  An acceptance of the eligibility of a proposal at this first stage did not imply that it had subsequently been selected to receive a grant from the Fund.  Such a decision was only taken during the assessment of the full proposals submitted as part of the Main Application Phase. The Main Assessment was on the basis of the full proposals by the Presidency Fund Board.

Every Proposal was appraised based on the following criteria

· The relationship between the proposed actions and the financial plan.
· Cost-sharing and alternative means of funding and resources.

The validity of the Performance Indicators and Outcomes to Fund objectives

Sustainability of the Proposed Project:
The capacity of the Project to sustain itself once
the contract with the Fund is concluded.
